Audiko is a new web app that allows you to upload a song or point it to an mp3 file on the web, then select the portion of the song you want to be your ringtone, then download! Sounds pretty simple. Personally I just use my own audio editing software to make my own ringtones, although as of late I have been a bit lazy. The cool thing about this site is that you can download ringtones as well.
